The United States is working to modernize its military pay system to ensure a ready, mission-focused force that not only pays but also pays.
To prepare for the future, the United States Financial Conduct Authority took over the military finance mission from the Defense Finance and Accounts Service on October 1.
"We are laser-enhancing end-to-end support to our military and preparing to integrate military personnel and pay integration personnel and payment systems," said Brig. Gen. Mark S. According to DFAS data, DMPOs served more than 413,000 active and 43,000 reserve component soldiers by processing nearly 5 million transactions and more than 105,000 travel cards in fiscal year 2019 alone.
"It is critical that there are no changes to the services DMPOs provide to our troops around the world," said Eric Reid, USAFMCOM's director of military procurement. Branches that retain military experience at home; Better align DMPOs with priorities; and prepare for modernity in the future.
"Over the next five years, becoming a paid mission through IPPS-A to our staffing community will transform the way we care for Soldiers and their families," Reid continued. "We'll eliminate the hassles created by the transfer of funds that affect personnel operations to the military pay room, which often requires tracking personnel actions."

About 1,000 DFAS personnel at 49 and DoD installations will see little change when they transition to USAFMCOM later this month.

"Everyone who moves from DFAS to DFAS will continue to do the same work, in the same series and grade, in the same location and even with the same supervisor," said Greg Schmalfeldt, DFAS Indianapolis site director and client manager.

When the military installation payment and accounting functions were absorbed by DFAS in 1993, two separate financial offices were created at each installation. DFAS and DFAS agreed to merge them to gain efficiencies, and when DFAS later consolidated most of its accounting functions after the installation, military pay support remained at the installation level and was renamed DMPO to continue providing front-line services to Soldiers and commanders. .
"Having made tremendous strides in automation over the past 25 years, we are now at the cutting edge of integrating our staff and payroll, improving the efficiency and effectiveness of payroll support for our Soldiers," said Reid. "The provision of military assistance to equipment from DFAS is a step toward full integration of the human resources community in the military and on deployment."
