Little is known about the organization or its activities, but it is clear that they operate as an intelligence unit and have been involved in many international operations. The Pentagon often denies knowledge of their activities or even their existence, and often gives them different names to misunderstand probes into their knowledge or activities. Originally called Task Force Orange, other names included Centra Spike, Torn Victor and Gray Fox.

Before operating under the name ISA, this group was called the Field Operations Group (FOG). The FOG was developed out of a need for greater US intelligence gathering capabilities. When the hostages were taken from the embassy in Tehran in 1980, it became clear that the FOG needed to be a larger group and more equipped. FOG became permanent and took the name ISA on 3 March 1981.

The ISA focuses on human intelligence, demonstrating intelligence and combat accumulation. Their special abilities are called upon when other special operations forces are unable to complete their mission due to a lack of intelligence. These missions include finding Colombian drug lord Pablo Escobar, finding Army General James Dozier when he was kidnapped by the Red Brigades in 1981, and taking reconnaissance posts in Afghanistan to protect nearby troops.
Joining an ISA is not easy; candidates must be part of a special operations team. Candidates are then screened with a mock course test, as well as a background check and psychological test. After being accepted, candidates must pass a job training course that teaches entry techniques, high-air operations, offensive and off-road driving, self-defense measures and communications.
